Snow on Sidewalks- Municipal Code
SMC 12.02.010 requires
the adjoining property owner to be responsible for sidewalks including
cracked, heaved, damaged or snow covered and they may be liable if a party
becomes injured on that sidewalk. These provisions of the SMC are under the
jurisdiction of the Street Department at 232-8800, however, the Street
Department has indicated that they do not enforce the removal of snow from
public sidewalks due to a number of factors including:
o
Snow may be placed on sidewalks by snow
removal equipment in the street, the city does not wish to be punitive to
property owners.
o
The City does not have the resources
(financial or personnel) to clear sidewalks.
The City encourages
citizens to communicate with property owners their needs for accessing the
sidewalks. Notices have gone out the last two winters to all utility bill
accounts providing this information about snow removal.
For those that need
assistance with snow removal, a number of service agencies may be able to
help. One such agency is Catholic Charities at 328-8400 which will help
elderly and disabled with snow removal.
Autumn Leaf Pickup
Property
owners/occupants are responsible for the removal and proper disposal of the
leaves/yard waste that has accumulated on their property.
Street maintenance division
will only pick up the leaves/yard waste that has fallen naturally in the
street or alley. For a list of where the street sweepers will be next, please
call 456-2666.
In the past, the City has
allowed leaves to be moved into the street. The leaves were picked up by a
street sweeper and properly disposed of. This service was discontinued
several years ago due to budget restrictions.
The Waste-to-Energy facility
and the transfer stations will accept up to 100 pounds of yard waste at no
charge. Call the Spokane Regional Solid Waste Disposal Office (625-6976) for
more information.
Please be a good neighbor
and properly dispose of the leaves/yard waste from your property or those which
you have put in the street or alley.
